Shavuos: Ma'amar # 26 (Part II, Osios # 8- )- Both the Luchos (tablets) and the Torah are called a Bris (covenant), but there is a difference between these two covenants. The Luchos highlight our commitment to be an active part of the mesorah, not just to be "observant." We do not want to give over a new yiddishkeit, we want to give over the Judaism of the grandparents. The mitzvos are not a handful of stale archain laws, they are a vibrant system of principles. In return, Hashem promises that Am Yisrael will never forget the Torah. The Torah is unambiguous in its demand for the levi'im to face each other when carrying the Luchos. Moving the Torah from place to place, or from generation to generation must take place within the context of a face to face meeting with the earlier generations. That the Luchos are hidden does not mean that they are rendered meaningless. It means whatever they accomplished in a revealed way is now happening in a hidden way. The higher level is when we don’t see Hashem face to face but we believe He is there.
