We must train ourselves to analyze any obligations as either a Kiyum or an Issur. Often the mitzva appears to be a classical issur, avoidance, yet a deeper analysis reveals that the true definition of the mitzva is a kiyum. Reb Chaim suggests this as a possible definition for Lo Tuchal LeHitalem. The 11 prohibitions incumbent upon an Avel (mourner) might be hiding a kiyum aveilus. The prohibition of labor on Shabbat or Moed might be veiling a Kiyum (fulfillment) of Simchat Yom Tov or Shvita. The prohibition of "chashad" in Ner Chanuka might be concealing a kiyum Hadlaka which requires a bracha. The Achila on Chanuka conceals a prohibition of Ta'anit. The Hakrava of a mincha from Chadosh before Shavuot may be in truth a Kiyum in Shtei HaLech
