The Torah teaches that if the Rotzeach left the Ir Miklat, "Ein Lo Dam", he has no blood, i,e, if killed, the killer cannot be condemed for murder. Is this limited to the case where the Goel Hadam killed the Rotzeach? Or can anyone kill him? Is the Goel HaDam charged with the duty to put the Rotzeach to death? In the second part of this shiur we will address the issue of Women in the Mitzva of Milchama.
