The debate amongst poskim re: Chittim Shezaran BiKarka should depend upon the reality. If there was Hashrasha clearly even R' Shimon would prohibit the chittim under the category of Muktza Maachmas Issur Meleches Ketzira. All Rishonim agree that there was no Hashrash. On the other hand since the chittim are covered by soil there is Melechet Chofer. The issue is more than technical. Muktza Maachmas Issur requires an Issur Shabbos. There are Melachos DeRabanan & gezeiros DeRabanan; the latter do not belong to Shabbos per se.
