Rebbe continues in Sefer Yehoshua discussing how Yehoshua was entering into a new stage in the development of Klal Yisrael as a nation and needed to lead them in a way of being apart of them, not distant from them. Moshe represents more of an "Ish Elokim" which is too lofty for this stage of Klal Yisrael, they needed at this moment an "Ish Al Haeida" A man of the people who can understand each and every ones soul.
