Take away from HaKtav V’HaKabbalah – Avraham divorced Sarah on the level of Din Bnei Noach, but remained married to her on the level of Din Torah. This should have permitted her to Avimelech. However, since Avimelech set the whole situation into motion, he was held accountable to Din Torah. Furthermore, he knew who Avraham and Sarah were and what their religious standards were. This is fits in nicely with Gem. Makkot 9b, “He [Avimelech] should have learned and he didn’t.”
The approach of the Meshech Chochmah isn’t totally clear. It sounds like he doesn’t assume that there was any marriage between Avraham and Sarah according to Din Torah and that the marriage according to Din Bnei Noach wasn’t truly dissolved as they never separated.
