The Sefer HaKtav VeHakabah divides Devarim into 3 parts: The Gra divides the leaders of Israel into four groups, each with its own responsibility. This sheds new light on the שרי אלפים, etc. In the latter part of today's shiur we will address the question: why was the Torah explained 70 languages?
