After analyzing the concept the Shas concept known as הותר מכללו, i.e. an Issur that lends itself to a מתיר which permits the action that normally would be prohibited, we ask how does Yehuda bar Nechemya apply this principle to the Issur Chodosh LiMizbeach, which enjoins us from bringing a Mincha from the new crop before the Korban שתי הלחם is brought on Chag HaSha'vuot. What changes if the חדש was brought after the עומר? The Rashba will explain Yehuda, but we will offer an explanation for the controversy between Yehuda & R' Tarfon based on 2 approaches to הותר מכללו. We will apply R' Tarfon's logic to a definition of Kedushas HaYom of Chol HaMoed & the issue of Tefillin, & to the difference between women & avadim re: Mitzvot SheZman Garman
