Does the mizbe'ach have the power of klita (protection), and if so, which mizbeach, which part of the mizbe'ach, and for whom? Is its power limited to a) a Kohen serving in the Mikdash; b) an unintentional criminal; c) a murderer; d) a human being? In the secnd part of the shiur we will focus on two major issues. First, what is the status of the T'chum HaIr, i.e. the 2000 amot outside the city of refuge - as far as klita and dirah? Second, under what circumstances may the Rotzeach be killed if he leaves the bounds of the Ir miklat? Who has license to put him to death? Does the Goel HaDam have an obligation to kill the Rote'ach?
