When does a Rabbinic Mitzva fit into the general category of a Takana MiDivrei Sofrim, when is it a Takanat HaNeviim & when a Mitzva MiDivrei Kabbala? What are the differences between these categories? Can a Mitzva DiRabbnan be a cheftza shel Torah even as far as the Torah law is concerned? In this Yahrtzeit shiur the Rav examines the Takana of Purim and compares it to that of Chanuka, and the obligations of the Four Fast days, as well as the mitzvot of Kibbud Vi'oneg on Shabbat. In the second part of this shiur the Rav examines the section of Zecharya that deals with the Fast Days.
