Description

The White Shul - Why don't we begin to recite Tal Umatar when we need the rain in our country? Why don't we continue to recite Tal Umatar until Shavuos? Why do we begin Tal Umatar by Maariv and not by Shachris like we do by Mashiv Haruach? May a person davening at home on Dec. 4th begin to recite Tal Umatar before the tzibbur begins to recite it, or must he wait for the chazzan as we find by Mashiv Haruach?
