This existential question, for which there is no comprehensive answer, is dealt with in this class [given after various tragedies hit the community of Halifax], with various approaches. This question is sharpend by the "U'Ne'ta'ne To'kef" prayer in which we say that "Teshuva/Prayer/Tzedaka" can להעביר את רוע הגזירה. The shuir, including the varied sources, is almost totally based on Shiurim I've heard from Rabbi JJ Schachter both by recording and in person at a "Yarchei Kalla" in September 2004.
