The Half-Kaddish said before the HAFTORAH in the MORNING of Tisha Bav seems to go against our USUAL practice in these situations. Perhaps it's there to show the clear distinction between the TORAH READING of OPTMISIM and the HAFTORAH of MOURNING and PESEMISIM
