Although Rav Kook often relates to the importance of Jewish nationalism and Zionism, nevertheless, he writes here that G-d "froze" our nationalism for almost 2,000 years, until we, & mankind, matured & grew out of dictatorships, primitive wars etc. Until today, where we can now run a moral and Godly Jewish State, army, economy etc. Even so, despite still having barbaric enemies like Hamas which we must fight strongly & deter, Israel is already the most moral army in the world. Yes, it's more difficult & challenging to run morality on a national level, and Rav Kook isn't naive, realizing that it will take time to gradually evolve secular Zionism into the Jewish State which it's meant to be, that's precisely our role: to be a "Light to the Nations".
