The mishna spells out five scenarios in which an animal is a tam (with respect to the damage it does) and five scenarios of muad. The mishna then spells out certain animals such as the wolf, the lion, the bear etc. that due to their nature they are muad from the start even with respect to keren type (kavanaso l'hazik) damage.
