Parshas Noach comes at an Anti-Climactic time: Right after Tishrei. It seems like a let down after the spiritual highs Tishrei gives us access too. The Rebbe explains that the time of Parshas Noach is when Teshuva actually begins, because we enter the new year elevated by our Avodah in Tishrei. And now we have the opening to achieve new vistas.
