The unsurprising command to offer the Pesach on the first anniversary of יציאת מצרים is, indeed, far more unusual than appears at first; the severity of punishment for non-participation as well as the distress felt by the impure men who could not participate - and the Divine decree to allow a "make-up" offering are all unprecedented and unmatched in Halakhah (Karet for Berit Milah is not for non-performance, rather for maintaining an uncircumcised status). By perusing the narratives involving Korban Pesach in Tanakh, we get a clearer picture of the significance and essentialist power of this offering and its meaning for generations.
