Nevermind that עשרה בטבת falls on a Friday this year (#The uniqueness of the year תשפ"א), this fast can also be _דוחה _שבת! Rav Rosner, in this Sichas Chaim, explores what makes this fast so unique in that (according to the אבודרהם) it can be דוחה שבת. See Rav Rosner's "Shalom Rav" sefer pg243. At (09:55) re. להקדיםing תענית אסתר (from Shabbat) to Thursday, see (ריש) "Hilchot Purim" for WHY תענית אסתר is THE ONLY FAST that we may להקדים (rather than לדחות).
