Masechet Yoma 6b-7a, the Korban Tzibbur which has a זמן קבוע, the Kohen became טמא, or the Korban itself contracted Tumah, do we apply the rule of הותרה or דחויה. The exceptions to the rule of הותרה in the cases of Minchas HaOmer and אילו של כה גדול.
