When a milk spoon is inserted into a pot of hot meat there are several issues to consider, when evaluating the status of the meat: Ben yomo or not, how much milk is in the spoon, how much milk exited the spoon, can the absorptions of meat in the pot be part of the calculation of 60 times the milk etc. But the spoon is prohibited and requires kosherization, even if there is enough meat to nullify the milk.
