Masechet & Hilchot Shabbat 124b: Using building bricks as a chair to sit on. Why does his designation of the stones for building make them Muktza? The Rav sets up two distinct categories: a full fledged כלי that was manufactured and completed and has a צורת כלי; a kli that has no צורת הכלי must has a תשמיש. It is the designation for a particular function that removes the muktza. One he designates it for construction it automatically becomes Muktza.
