Masechet & Hilchot Shabbat 44a: Intro to Muktza Part III. We will continue our analysis of the two categories of the Issur Muktza, the Issur שימוש and the Issur טלטול. The former is DeOraisa, the latter, DeRabanan. We ill set of the Issur Tiltul in the case of כלי שמלאכתו לאיסור as a separate category, an Issur on its own that is not subsumed under Muktza. The proof to this last formulation lies in a number of Heterim that apply to Tiltul but do not apply to Achila. Additionally, Rebby Shimon who "denies" Muktza agrees to the Issur of כלים.
