Asher Weiss here, that it does. In Moadim UZmanim (8:14), R. Moshe Shternbuch leans in that direction as well, though he quotes R. Shlomo Zalman Aurbach who disagreed, arguing that in such a case, paying back the loan has the status of a kiyum neder and is not subject to lo tihyeh lo kinoshe.
