Derech HaLimud: מצות מעקה נר שבת ותשביתו, the object determines the action. The mitzva is to have the Ner light, the מעקה built, the chometz destroyed, and the action is 'secondary'. We will lower the universal standards that define a Halachik action. Even the act of a non-Jew on behalf of a Jew, despite the absence of Halachik Shlichus, may be significant enough to qualify as a Mitzva.
