Correction: The Shulchan Aruch does in fact accept some qualified version of renting from the Sar Ha'Ir. However, when viewing the source as copied from the responsa project, it is not clear where the Rama ends and where Shulchan Aruch picks up, making it seem as if only the Rama accepts any version of sechirut from the government.
