Description

The Rif holds that Megilla shelo bizmano requires 10; yet was omitted from the Mishna's list of mitzvos that require the presence of 10. The Ramban: Megilla is an individual responsibility whereas the Mishna lists those obligations that evolve upon the Tzibbur; Kriyas HaTorah is on the Mishna's list. Hence the Ramban would supports R' Elya Prutzener's assumption that his Mechuten R' Chaim Brisker did not have to seek out a minyan in order to set up Kriyas HaTorah. How would R' Chaim understand the Ramban? Was R' Chaim careful about the Ramban, i.e did R' Chaim gather together 10 people who had not heard the Kriya? How does this relate to the various opinions re: one who missed Barchu, does he need 3, 5, 6, 7, 10, who didn't hear Barchu?
