The crying of Yosef is the crying for the future generations. It is a cry of concern for how we will be able to fulfill mitzvos in Galus. Yaakovs response at first seems confusing. How can he be saying Krias Shema when Yosef is crying over his children. Really Yaakov was answering that through mesiras nefesh the Jews would be able to survive through Galus.
