Based on a teaching of Rav Kook in Oros HaTeshuva. The power of Ratzon. The first step in Teshuva is making a Kabbalah with a sincere Ratzon to succeed. Doing so is considered as if the goal has already been accomplished, and Hashem sends Malachim to ensure that one will ultimately succeed in his mission.
