Every single Mashpiah, a person who wants to positively influence other Jews, has to love other Jews. Of the two types of love, in general, a mother has unconditional love, and a father has conditional love. Hashem has these two types of love for us, not just one or the other. Moshe had the conditional love - that Am Yisrael (the Jewish people) are expected to follow the halacha. His power of speech could not keep up with his neshama, and thus he could not communicate with people. Aharon had the unconditional love - he was always with the people. To be a Mashpiah means to be able to have the qualities of both Moshe and Aharon.
