Tishah B'Av is a day of accepting Hashem's judgment. Terrible occurrences befall the Jewish people as a result of machlokes (disagreement). On Tishah B'Av we try to understand and repair the root of our suffering. In exile we are living with personal Torah but we need to re-enter into the world of Toras HaKlal (Torah for our people as a whole). Torah spoken before kinos 17 and 21.
