Tishah B'av isn't about understanding- it's about feeling the pain of others. We see through both Rav Shach's lifelong mourning over his daughter's death and the death of Rav Dovid Lifschitz's child, that the death of a child remains with us forever. Tishah B'Av is the day we revisit the kever of Klal Yisrael, and the tears that are there all year round, drip down, reminding us that the whole year we're really crying. If we can't truly share somebody's pain, then we will not truly rejoice over the coming of Moshiach (Messiah).
