p 209. The Targum (Aramaic translation of the Torah) being read only once in a week is because One is beyond this world. Aramaic is not considered one of the seventy languages created at the dispersion from the Towel of Bavel. Hashem regrets the existence of Kasdim, Yishmaelim, the Yetzer HaRa (Evil Inclination), and galus (exile). The purpose of speech is to communicate thoughts. Rebbi Akiva says to learn Torah with a niggun (tune). Niggunim can draw down exalted understandings into this world. The power of thought and speech do not happen simultaneously, expect with some tzaddikim.
