P. 184 (continuing) in Toras HaRaiah on Toras Eretz Yisrael. The usual way to bring Torah from outside to inside is through learning it. David HaMelech is the rebbe of all people with the level of ruach hakodesh (Divine inspiration), and the shoresh (root) of the Oral Torah, Malchus. The Oral Torah is all about taking the Written Torah and making it understandable through the ruach hakodesh of the Chachamim (Rabbis). As technology and society change, we need the Chachamim to guide us in how Hashem wants the halacha to be. Without the Chachamim, who are likened to Kings, we would have no idea what to do in this world. After nevuah (prophesy) was taken away from the Jewish people, only fools, children, and women have access to that level.
