7th Perek. To understanding why a person is m'vatel Torah, not fulfilling the mitzvah of learning Torah, we need to understand the siba hama'akeves, the reason that is preventing them. To unblock a person, you have to find out what is actually blocking them specifically at this particular time in life. Blockages can be physical, emotional, or from learning disabilities. There is quantitative bitul (cancellation) - not spending enough time in learning, and qualitative bitul - not maximizing what and how he is learning relative to his level. Lazy people are often just afraid to use their kochos (powers). If we do not fill our empty space with Torah, it will be filled with less desirable things.
