This is a continuation of the first teaching in the Likutay Maharan (the magnum opus of Reb Nachman.) If we would seek the deeper truths, and try to live purely by the will of G-d, then G-d would listen to our prayers. The letter Saf (the last letter in the Hebrew alphabet) symbolizes the concept of carving out. G-d listens to the decrees of the righteous because they have G-d’s best interest in mind. We were only able to receive the Torah after we poured out our hearts in tefilah (prayer) and teshuva (repentance). It is important to combine torah with tefilah (prayer).
