The quality of being a tzaddik (righteous person) who seeks out others was missing from Noach (Noah). The soul of Noach had to re-appear in Moshe Rabbeinu (Moses). Noach was a pure and holy person but, he didn't believe in the greatness of a tzaddik's ability to turn around a generation. We need to believe in ourselves.
