P. 30 in the Tanya, and p. 92 in the commentary, 11th perek. In the rasha v'tov lo (the wicked one with good in him), a category of many levels, the tov (good) very often loses to the side of ra (evil). He might violate a 'lighter' mitzvah, or he might never actually do an aveira (sin), but he will think about doing one. It could also be that he just does not use his free time to learn Torah. After the aveira situation, he regrets, he does teshuvah, and he tries to grow, but he is not able to completely conquer the ra. For the rasha v'ra lo (the wicked one with evil in him), who doesn't regret his aveiros, he only has good surrounding him, but not in him. The rasha v'tov lo is afraid that at any moment, he could slip into doing an aveira on any level. If a person feels any ra in him, he is in the category of rasha v'tov lo.
