The tzaddik sh'aino gamur (the non-complete tzaddik) category has many levels depending on what type of ra (evil) is still within the tzaddik in the nefesh behamis (animal soul), and to what degree it is not nullfied. The basic level of being is when the ra is batel (nullified) one-sixtieth in him. This little bit of ra in the tzaddik can be awakened and come out. The nature of the tzaddik is that he is always on guard to make sure that the ra does not surface. If there's not a complete disgust with the non-Elokus pleasures of the world, then the tzaddik is not complete. The tzaddikim gmurim (complete) are called 'bnei aliyah', those who lift up the ra from the nefesh behamis completely into Elokus, their hearts are higher than the world. Rebbi Shimon bar Yochai was one of the tzaddikim g'murim.
