Continuing in 4th perek. We fulfill mitzvos through the three levushim (garments) of thought, speech, and action. The ma'aseh (action) aspect of the mitzvah of learning Torah is in speaking the words that are being read. Learning Torah allows us to fulfill mitzvos b'machshava (through thought) and b'dibur (through speech). Every neshama (soul) has to fulfill all mitzvos on all three levels of thought, speech, and action. The sechel (intellect) is enclothed in the machshava of mitzvos. The middos (the lower seven soul powers) are enclothed in the dibur (speech) and ma'aseh of mitzvos. When the baby learns Torah in the womb, it is learning the Torah that is specific to its neshama.
