The Rotzeach who killed a second time, must he go into galus? But how can he leave his home in the Ir Miklat? Can he implement his galus by uprooting himself from on neighborhood and relocating himself in a different neighborhood within the very sam Ir Miklat? And can the Rotzeach regain his original status, called "srara"?
