Be'er HaChassidus on Derech Mitzvosecha, pages 103-108. The Torah commands us against Sinas Yisrael and for Ahavas Yisrael. Every Lo Saseh has a corresponding action that helps a person refrain from the prohibition. If a person thinks to do a Lo Saseh to another, there is no violation if no harm was done. Sinas Yisrael (hatred of Jews) is different, because the Lo Saseh is a feeling that doesn't cause you gain or the other person harm, but is prohibited. Without Ahavas Yisrael, a person's relationship with God is deficient. Ahavas Yisrael is connected to everything we do. It is the gate to proper Tefila. It has the ability to affect God, as will be explained. There is love for a purpose (superficial) and love for no reason (like yourself).
