In this introduction to Siman Shin-Ches we will discuss the fundamental difference between Muktza on the one hand, and Issur Tiltul Kelim, on the other. The Bi'ur HaGra points out - in reconciliation of an apparent contradiction in the Rosh, that whereas placing a baby onto a Kli SheMelachto LeIssur will successfully permit the Tiltul of the Kli, this arrangement is meaningless in the case of Ner SheDolek BeShabbos since the latter is Muktza. The Bi'ur HaGra elsewhere establishes that the law allowing one to continue to carry an object that is already in his hand applies to the case of a Kli SheMelachto LeIssur, one who picked up a wallet containing money must put it down right there!
