The mishna in Shabbat records Rebby Yosi's opinion that one is permitted to move a כל שמלאכתו לאיסור לצורך גופו - a permissible view allowing Tiltul. This does not reflect the original Gezeira regarding tiltul of a utensil that is usually used for a Melacha which is prohibited on Shabbat. In the sugya, the gemorah analyzes the various stages in the historical development of the Gezeira of the Issur Tiltul.
