At what point does the Melamed need an assistant? Is the assistant working for the Melamed or for the city? Who pays his salary & why? What are the responsibilities of the assistant? If the city fails to fulfill its obligation & set up an assistant, do we impose on the city the same harsh measures that we do for a city that has no school? In the second half of this shiur we will begin to study the two controversies bet Rava & Rav Dimi regarding hiring & firing a Melamed.
