The Rav develops the yesod that when one learns, he is meeting the Shechina. The definition of simcha is being Lifnei Hashem. Therefore, when one learns, he is more b'simcha. In the middle of the shiur, there is a recording f the Rav zt"l himself speaking, and he describes how he experienced the Shechina when he learns.
