Does the damager have to remove himself so that he does not damage his neighbor? Or does his neighbor have to protect himself and remove himself from the damager? This is the great controversy between the Chachomim and Rebby Yossi, and we accept the view of Rebby Yossi that the responsibility is on the neighbor who is being damaged. But how does that aquare with the concept of Hezek Reiya which underlies the first Sugya in Bava Batra?
