Despite the apparent prohabition of saying G-d's name/verses referring to G-d twice, common custom is to say the 13 attributes of mercy and ואני תפילתי לך ה' עת רצון when taking out the Torah on a Yom Tov weekday. What can possibly be the reasons it's so common and thus permitted?
