Another explanation for the requirement of 10 men at Sheva Brachos - Rav Soloveitchik explained that it constitutes Gemilas Chasadim of the Tzibur, see Reshimos Shiurim on Nedarim - vol. 1 pg. 142 "Inyanei Tzedaka" (8).
