Are we lighting in shul as there are people there and thus we can PUBLICIZE the miracle, or must there be a COMMUNITY of people, gathered for a COMMON GOAL for us to LIGHT the Menorah in shul? Ramifcation would be if there's no Minyan yet [but there on the way] or no common goal of something that can be done only in a minyan
