Each Shabbat, we change the Amidah each time we daven. Perhaps the reason is that we want to present THREE different Shabbatot- the first Shabbat ever [PAST], the Shabbat the Jewish people have been keeping since we received the Torah [PRESENT] and the time that will be "a ongoing Shabbat forever" [FUTURE], presenting the three "tenses" once a week, month and year
